Responsible Care is the global chemical industry’s environmental, health and safety (EHS) initiative to drive continuous improvement in performance. It achieves this objective by meeting and going beyond legislative and regulatory compliance, and by adopting cooperative and voluntary initiatives with the government and other stakeholders.
On April 29, 1994, the Chemical Industries Council of
Malaysia (CICM) officially launched the Responsible Care Programme in Malaysia.
This is a total commitment by CICM. Through Responsible Care, member companies are committed to support a continuing effort to improve the industry’s responsible management of chemicals. Responsible Care requires member companies to:
- Improve performance in health, safety and environmental quality.
- Listen and respond to public concerns.
- Publicize their progress, and
- Assist each other to achieve optimum Performance.
Pacific Oleochemicals Sdn Bhd has committed as a signatory since then. The RC Awards was aimed to provide recognition to Responsible Care signatories that have made most progress in implementing the Six Codes of Management Practices, which focus on specific areas of chemical research, manufacturing, transportation, employee health and safety and environmental protection.
Since the Awards inception in 2002, Pacific Oleo has participated and won gold and silver Awards for various Codes each year. The list of awards gained was published under the sub title of Awards and Milestone of the Company.
Our Total Integrated Management System, which include ISO 9001:2000 (Quality Management System), ISO 14001:2004 (Environmental Management System), ISO 18001 (Occupational Health and Safety) and HACCP (Food Safety) formed the backbone of our Responsible Care Programme. Distribution Code
Distribution Code was officially launched on August 3, 1995 by Chemical Industries Council of Malaysia (CICM). This code focusing on reduces employee and public risk during transportation and distribution of chemical products. The scope of this code covers all mode of transportation and it protects the carrier, distributors, contractors and the environment.

Pacific Oleo has taken initiative and commitment to ensure the health, safety and environmental issues are considered during distribution and transportation of our products. We set our policies and goals as steps moving towards sustainable transportation.

Community Awareness & Emergency Response Code
Community Awareness & Emergency Response Code was officially launched on November 2, 1996 by Chemical Industries Council of Malaysia (CICM). This code is designed to help ensure emergency preparedness and foster community involvement. Under Responsible Care, Community Awareness & Emergency Response Code builds on the voluntary self-regulation concept by emphasizing a broader dialogue and interaction between employees, the general pubic, government officials as well as emergency responders.

Pacific Oleo has committed to the communication among the communities and to ensure emergency response plan is in place. We are working to strengthen our emergency response team hence we set our policies and goals for the code as below:

Pollution Prevention Code
Pollution Prevention Code was officially launched on November 25, 1997 by Chemical Industries Council of Malaysia (CICM). This code presents broad framework that is useful to any company, regardless of its existing efforts. The objectives of this code aimed at helping companies reduce both emissions released into the various media and the amount of waste generated.
Pacific Oleo’s Position
Pacific Oleo is committed in long-term reductions in the amount of wastes generated and amount of releases to the air and discharges into the water and land. We had taken initiative to set our policies and goals as direction and guidelines for this code.

Employee Health & Safety Code
Employee Health & Safety Code was officially launched on May 14, 1999 by Chemical Industries Council of Malaysia (CICM). The objective of this code is to protect and promote the health and safety of people working at or visiting the company work sites.

At Pacific Oleochemicals, Employee Health & Safety means commitment in establishing and implementing Occupational Safety & Health Management System and to eliminate or minimize risk to employees and public and pursue towards continual improvement.

5. Process Safety.
Process Safety Code
Process Safety Code was officially launched on May 14, 1999. The approach of this code is to eliminate risks from the outset; i.e. safety begins at the very beginning planning stages of the plant’s production processes. This code also requires that employees must be trained in the safe operational and maintenance methods and be able to recognize potential sources of error and be capable of assessing the resulting risks.

Pacific Oleo is practicing the concepts of Process Safety Management throughout its manufacturing process as a matter of good practice as its commitment towards Responsible Care Process Safety Code of Management Practice.

Product Stewardship Code
Product Stewardship Code was officially launched on November 17, 1999 by Chemical Industries Council of Malaysia (CICM). The aim of the code is to make health, safety and environmental (HSE) protection an integral part of the research, designing, manufacturing, marketing, distributing, using, recycling and ultimate disposal of chemical products. This code emphasize the need for everyone involved in the developing and handling of chemicals to do so responsibly to help maintain a safe and healthy environment.
Pacific Oleo’s Position
At Pacific Oleo, product stewardship means the initiatives in reducing the health and environmental impacts throughout the product’s life cycle. In line with this, we set our policy and goals as direction and guidelines.
